AAT gains accreditation of "EU Regulated Agent (RA3)" after "AEO"

 

 

Following the “Authorized Economic Operator (AEO) - the highest Tier 2 status” accredited by Hong Kong Customs and Excise Department (C&ED) on 18 March 2014 (the first Cargo Terminal Operator in Hong Kong who has gained this recognized status of compliance with the required security and safety standards), Asia Airfreight Terminal Co., Ltd. (AAT) has also successfully attained an “EU Regulated Agent (RA3)” accreditation on 11 July 2014. The cargoes bound for European Union (EU) handled by AAT comply with the new ACC3 regulations by EU.

The new regulations require that air cargo or mail carriers (flying into EU from non-EU countries) must apply to become an “Air Cargo or Mail Carrier operating into the European Union from a Third Country Airport” (ACC3), by delivering a “Declaration of Commitments” setting out they have fulfilled the aviation security responsibilities to any EU country, subject to a validation by an EU Aviation Security Independent Validator. The business partner of ACC3 (such as ground handler) involved in the supply chain can opt to become an “RA3” (Regulated Agent), but also subject to the validation by the EU Aviation Security Independent Validator. The “RA3” refers to a cargo-handling entity located in a non-EU country that is approved in accordance with the EU aviation security validation, and shall ensure that all security controls and screening procedures have been applied to all cargoes bound for EU.

With the accreditation of EU Regulated Agent (RA3), AAT is very proud to become part of an ACC3’s secure supply chain. The EU Aviation Security Independent Validator conducted and completed on-site validations on AAT’s implementation of related security measures and procedures. The accreditation demonstrates AAT’s full compliance with the RA3 requirements, and achievement of satisfactory standards of terminal facilities, staff qualification and training, security measures and procedures.
